This is a photograph of Charles Mullan, one of Waterloo, Iowa's, early settlers. Mullan and his wife, America, were the third family to settle in the area. Charles was an early businessman, the first justice of the peace and served as the settlement's first postmaster in 1851. He also surveyed the area and mapped out its roads, lots, and boundaries. Mullan also made the decision to name the settlement Waterloo. In 1855, Charles and America donated a piece of downtown land for public use which eventually became Waterloo's Washington Park.
