During the Great Depression, there were many unemployed people. One of the programs that FDR instituted was hiring these unemployed for public works projects. In Iowa this was building dams, swimming pools, repairing farm drainage, and roads. Clarion was one of the towns chosen to have a camp where young men lived. Most of their salary went to their families. They lived in barracks and had a schedule similar to an army post. Meals were included.
