This photograph was taken during a Good Roads rally that the Ayr Line Highway Association held in Redding, Iowa, on May 5, 1911. Groups across the United States held rallies like this one to advocate for road and highway improvements. In many cases, however, lack of funds, materials and other issues prevented work from being completed.
